This removes the usage of `wp_localize_script()` for passing translations to the script and instead adds the translatable strings in the script directly through the use of `wp.i18n` and its utilities.

As of [27153], wp-auth-check is returned on all heartbeats without the need for data from client-side. This also means that the timing and scheduling of this request data is ineffectual.

* All WordPress files move to a src/ directory.
* New task runner (Grunt), configured to copy a built WordPress to build/.
* svn:ignore and .gitignore for Gruntfile.js, wp-config.php, and node.js.
* Remove Akismet external from develop.svn. Still exists in core.svn.
* Drop minified files from src/. The build process will now generate these.
