`clipboard.js` used to suffer from a bug that triggered a focus loss when activating the Copy buttons. The bug was fixed a while ago with the `clipboard.js` 2.0.11 release so that the workaround implemented in WordPress is no longer necessary.

Add a conditional to prevent the `prefers-reduced-motion` `ajaxComplete` listener from observing events not occurring in the plugin installation screen. Improve handling of settings data test.
The listener observing `ajaxComplete` in [56541] was intercepting all `ajaxComplete` events, creating potential for unexpected errors in unrelated functions.

Use `pagehide` event instead of `unload` in the following cases:
* For classic editor to release the post lock.
* In Text widget to rebuild editor after dragging widget to new location in classic widgets interface.
* To clear out the `window.name` when navigating away from a post preview.
* To suspend heartbeat, while also using `pageshow` event to resume as if it had been a focused tab in case page restored from bfcache.

When bulk editing, if only some of the selected items are in a given category, the category's checkbox will display a line to indicate an indeterminate status.

In a handful of admin notices, a `tabindex` attribute is set so that JS can move focus to the notice `div`. Rather than adding `tabindex` to globally accepted attributes for `wp_kses_post()`, move the assignment of `tabindex` into the JS handlers that display those notices. The attribute is only relevant if JS is running, so there is no reason to add it in the original HTML notice.

Change from `scrollIntoView` to `scrollIntoViewIfNeeded` so scrolling will only fire when it is required. `scrollIntoViewIfNeeded` is a proprietary method that is not standardized and not currently on a track towards standards. However, testing has it working well, including in Firefox, which supposedly does not support it.

Significant restructure of the admin image editor interface, but no new functionality. Reorganize editing buttons into a common region at the top of the editor. Move image rotation tools into a pop-out menu. Add 180 degree rotation option. Add scale button to control group. Move sidebar tools next to the editing canvas to improve visual proximity between action and result. Enlarge editing canvas and crop handles. Separate activating crop functions from applying crop. Add numeric inputs for crop & scale values.
A long term goal is to move undo/redo and cancel/save into the modal title bar, but that is not feasible without significant updates to the modal framework.

Previously, when scaling an image larger than the source size in the image edit states the image would silently fail the scaling action. This patch provides an error when someone attempts to scale an image larger than the source size while also disabling the button to initiate the action.

User should not have to reach the admin menu toggle in order to close the menu. This can be a problem for one-handed mobile use, users with small hands, and numerous other situational usages.
Close the admin menu when focus moves anywhere other than the menu or the menu toggle and the current document is active.

When replying to a comment and nothing has yet been entered for the reply content, clicking "Reply" or "Quick Edit" on another comment presents the "Are you sure..." prompt indicating there are unsaved changes in the reply content. However, if nothing is entered, this prompt should not be displayed.
This change implements a new check to determine if any text has been entered by the user before deciding to show the "Are you sure..." prompt.

In [53164] the `clipboard.js` library was updated to from version 2.0.8 to 2.0.10, and in doing so caused a TypeError JavaScript error to be thrown when the copy button for debug information was used.
With the update, the `clipboard.js` library introduced an enhancement to its `.copy()` API, which now removes the fake DOM element used for copying content, which Site Health previously had to remove manually.
As this fake DOM element is now removed automatically, the copy function within the debug information screen can rely on the library performing the removal, instead of WordPress needing to do so manually.

The Site Health Status screen groups issues into the categories `good`, `recommended`, and `critical` when displaying them to the end user.
Initially, this screen would show `0 critical issues` while the checks were being performed, and then hide the group if no issues were discovered after all checks had completed, this not being an ideal user experience, as it is a better experience to show areas that have content, instead of hiding them after the fact.
This change makes the groups hidden by default, and also changes the logic to see if a group should be displayed when an item is added to the list (as opposed to the previous approach which only did this check once every single test had completed).

Rename `#inline-edit-legend` to avoid duplicate HTML IDs. These have been renamed `#quick-edit-legend` and `#bulk-edit-legend` for the quick and bulk editors respectively.
This HTML ID is not required by the quick editor duplicated via JavaScript so is removed as part of the duplication process.
