5e62e6b203 Bundled Themes: Make twentynineteen the default theme.
After [44149], we can now make twentynineteen the default theme. Twentyseventeen has been a great default, but 5.0 and twentynineteen is guten.

Merges [43809,43954] from the 5.0 branch to trunk.

9efeb545c0 Remove JSHint due to license compatibility
JSHint inherits a license from JSLint that includes the clause  "The Software shall be used for Good, not Evil." WordPress's license specifically allows grants the freedom to run the program, for any purpose. Please note, this is not an encouragement of evil. Rather than doing something evil, how about learning to love those around you. Instead of tweeting lies and saying people are "Not Good!", help your neighbor. In the words of Lin Manual Miranda, "Love is love is love is love is love is love is love is love, cannot be killed or swept aside." 

This replaces JSHint with esprima, a part of the larger jQuery project, and a custom wrapper for some basic error checking within codemirror.

The existing JSHint configuration is kept in place in case someone wants to use that, but they can only do so for Good.

e38ec0f485 Plupload:
- Update to 2.1.9.
- Include the non-minified plupload.js and moxie.js.
- Remove support for Flash and Silverlight, the available runtime options are `html5` and `html4`.
- Delete plupload.flash.swf and plupload.silverlight.xap.

28eda6f4bc General: Improve terminology used when referring to installations of WordPress and its extensions.
"Install" is not a noun, and while it might be acceptable to use the verb as a noun, it is not correct. Using the correct
noun, "installation", increases clarity, especially for non-native English speakers.

This change fixes the usage in user-facing text and in developer documentation.

b5dbe61dab Upgrade: Fix the installation of TwentySeventeen upon upgrade from an early version.
This reverts part of [31124] which incorrectly caused `$old_wp_version` to equal the version of WordPress being upgraded to due to global variable access changes.

1281a28382 Customize: Revert theme install feature.
This is a great goal for core, and is close, but it is not in shape to be shipped for 4.7 and there is not enough time left in the development cycle to alter and polish sufficiently. There are bugs, but more than that, there are more fundamental questions around the use of existing UI, general UX, and how findable themes are (not) on the .org side.

70b1d2071b Upgrade: Install new themes upon upgrade again.
This partially reverts [35738], which has shown to provide a bad user experience for users seeking to experiment with TwentySeventeen.

This will result in TwentySixteen being installed in addition to TwentySeventeen.

76c7864367 Load: remove class-feed.php (There is no class named Feed or WP_Feed, it just loads other classes) and, instead, move the require calls to the only place they are ever included: inside fetch_feed(). This simplifies the include path.
Tested with this feed in a widget: `http://rss.nytimes.com/services/xml/rss/nyt/HomePage.xml`.

6d87157eb9 i18n: move is_rtl() to l10n.php (which loads way earlier). Load WP_Locale file in wp-settings.php. Retire wp-includes/locale.php - it only loaded the class and the one function, is_rtl(). If someone loaded this file for fun somewhere else, it would be a fatal error.

0d2106e2eb Upgrader: Rename class-wp-automatic-upgrader.php to class-wp-automatic-updater.php.
The class is named `WP_Automatic_Updater` not `WP_Automatic_Upgrader` like all the other upgrader classes.

a027edc277 Comments: The year is 2003. Permalinks are a new thing and everyone's using Blogger. It's a time when opening a modal window in JavaScript to view a section of a website is not a completely weird thing, although many users get annoyed by it. b2 has recently become WordPress, and with it comes a bunch of functionality that will become stale over the next decade, remnants of simpler times.
Twelve years later, after no fewer than three themes have intentionally implemented popup comments in their functionality, before being abandoned for at least the last six years, we've reached a time where we can put this era behind us. A time when we can remove comment popup functionality from WordPress.

If this breaks the internet, I'll eat my hat.

79a2915a9b Upgrade: New themes are not automatically installed on upgrade. This can still be explicitly asked for by defining CORE_UPGRADE_SKIP_NEW_BUNDLED as false.
In `populate_options()`, if the theme specified by `WP_DEFAULT_THEME` doesn't exist, fall back to the latest core default theme. If we can't find a core default theme, `WP_DEFAULT_THEME` is the best we can do.

09ada24c99 Upgrade: Force disable the rest-api plugin on upgrade to 4.4 unless it's beta5+. Previous versions of the plugin were not configured correctly to gradefully degrade during update which would cause fatal errors.

9926983b66 Revert [34778], continue using _site_option() for the current network.
The `_network_option()` parameter order will be changing to accept `$network_id` first. The `_site_option()` functions will remain in use throughout core as our way of retrieving a network option for the current network.

c6a4512b1b Add missing doc blocks to wp-admin/includes/*.
Fix some egregious uses of tabbing.

a51dfa3971 In the style of #30947 and default-filters.php, add 2 new files to wp-admin/includes:
`admin-filters.php`
`ms-admin-filters.php`

There are random actions and filters littered among files like `misc.php`. These files contain functions that won't work outside of admin context and are typically only loaded in files that have already loaded the admin bootstrap.
