bfba3fc458 Docs: Improve documentation for functions in wp-admin/install-helper.php per the documentation standards. 
Synchronize descriptions with the functions' counterparts from `wp-admin/includes/upgrade.php`.

47ed56f38f Code Modernization: Replace dirname( __FILE__ ) calls with __DIR__ magic constant. 
This avoids the performance overhead of the function call every time `dirname( __FILE__ )` was used instead of `__DIR__`.

This commit also includes:

* Removing unnecessary parentheses from `include`/`require` statements. These are language constructs, not function calls.
* Replacing `include` statements for several files with `require_once`, for consistency:
 * `wp-admin/admin-header.php`
 * `wp-admin/admin-footer.php`
 * `wp-includes/version.php`

c6a4512b1b Add missing doc blocks to wp-admin/includes/*. 
Fix some egregious uses of tabbing.
Some functions can simply return `apply_filters(...)` instead of setting a variable that is immediately returned.

b8c612ca1c Ensure inline code is markdown-escaped as such, HTML tags are removed from summaries, and that code snippets in descriptions are properly indented. 
Affects DocBlocks for the following core elements:
* Markdown-indent a code snippet in the file header for wp-admin/install-helper.php
* Add markdown formatting and two inline `@see` tags to the description for `translate()`
* Markdown-indent a code snippet in the description for `_n_noop()`
* Remove HTML tags from the summary for `get_media_embedded_in_content()`
* Remove an HTML tag from the summary for `wpview_media_sandbox_styles()`
