03a50ce509 Build: Let RTLCSS handle swapping the codes for right/left arrows from Dashicons. 
Exclude `wp-includes/css/dashicons.css` from core task since we don't want/need a RTL version of it.

d2f0abf85f RTL CSS generation: Switch from CSSJanus to RTLCSS. 
CSSJanus (introduced in [26107]), we had a great time with you, but sadly you don't like our fancy CSS.

RTLCSS is a framework for converting CSS from LTR to RTL, same as CSSJanus, with support for more CSS properties like `transform`, `transition` or multiple box and text shadows.

Changes:
* devDependencies: Remove `grunt-cssjanus`, add `grunt-rtlcss`.
* RTLCSS uses `/* rtl:ignore */` to ignore a rule, switch existing `/* @noflip */` to the new directive.
* RTLCSS supports the `transform` property, means we can remove some ignore rules.
* RTLCSS supports string maps for custom replace rules. This commit includes a rule `import-rtl-stylesheet` which replaces ".css" with "-rtl.css" in URLs.

Notes for core development:
* The file generation task is still `grunt rtl`.
* If you have used `grunt cssjanus` before, use `grunt rtlcss` now.
* Remember the new directive `/* rtl:ignore */`.

a4a1273d3a Improve accessibility of nav menu locations form. 
A couple of small tweaks to the nav menu locations form that make it friendlier to assistive technology.  These include:
 * labels for selects
 * better context for the "Edit" link.  We hide "edit" from screen readers and instead give them a phrase with context since they may not be able to take advantage of the visual context

Additionally, there are some minor css tweaks to improve the visual alignment of the rows.
We also remove duplicate IDs and use classes instead.

62a197d6bf List tables: Use CSS :nth-child() selectors for zebra striping. 
Note that this does not fix issues related to comment quick edit. Internal linking also continues to use the `.alternate` class for now. IE8 and below gracefully degrade by not having zebra striping.

There is some hoop jumping with adding an extra table row to maintain zebra striping during quick edit. Documenting that here for future reference; it is also in the inline documentation.

d58c44dc00 Apply a no-op CSS transformation to the admin toolbar (among other elements) in order to trigger hardware acceleration when focus/DFW deactivates. This helps prevent rendering issues seen in browsers on Retina devices.

8fb6f317ff Site Language: Install translations on the fly. 
The language dropdown now includes installed languages and all available translations when the filesystem is writable by WordPress.
Go to wp-admin/options-general.php, select one of the available translations, submit the form and let WordPress handle the rest.
Works for Multisite's Default Language too.

ac3dd27737 Plugin/Theme Uploads: New capabilities; unify UIs; ensure compatibility with old filters. 
Introduce upload_plugins and upload_themes capabilities to allow blocking of plugin and theme uploads, versus the old hacky (and not secure) ways of just hiding UI tabs. These are simply meta capabilities that map to install_plugins and install_themes.
 
Also:
 * Use the same nice design for the plugin upload screen as the theme upload screen.
 * Better compatibility for the old install_themes_tabs filter added in [29002]. see #28578.
 * Ensure using the install_plugins_tabs filter to remove the upload tab removes the new button.
 * Use 'Add Plugins' instead of 'Install Plugins' to match 'Add Themes'.

* Only show the "dropdown" when there is a menu. Note that this uses a `:not()` selector, but it is supported in browsers that support media queries so it is safe to use here.
* Make the header shorter when on particularly narrow screens, which also tend to be shorter.
* Don't restrict the height of images in the attachment details modal, to take advantage of all available space.

9e8b9a78ca Media library: Unify headers between view modes. 
Includes back compat for `views_upload` links. These look a little awkward, but do not appear to be commonly used. Also prevents the view mode links from being dropped on smaller screens so a user doesn't get "stuck" in the list view.

This is different from other list tables, but aligns well with other uploaded content management screens (themes, plugins).

b90b64bf9e More consistent icons in place of some buttons for the Customizer and theme install preview. 
* Use a single close icon instead of a context-changing cancel/close button in the Customizer. In user testing, this small distinction in language was overlooked, and we use an AYS now instead. This also makes it consistent with the back arrow in Customizer panels.
* Use the same close icon as well as the previous/next arrows from the theme details browser in the theme install preview.

a2e1d9f4c8 Edit Image modal: 
- Fix issue with adding a link to an image that didn't have one previously.
- Adjust the look-and-feel of the advance options toggle so that it becomes a section heading that can be open/closed.
- Add a Custom Size option to the size drop-down that reveals fields for soft-resizing the image inserted into the post.

d23cd0aa50 Introduce a .dashicons-before CSS class. 
If you want to use a Dashicon before an element you can use the class because it will not change the elements content styling. With that you don't need to copy the entire `.dashicons` styling to your :before styling anymore.
To demonstrate this change, Admin Menu now uses Dashicons classes directly.

And it fixes a glitch in IE.

11c3695c77 Dev/build tools: Use grunt-autoprefixer for CSS vendor prefixes. 
We'll be using it for two distinct tasks:
 * Core CSS files will keep prefixes. `grunt autoprefixer:core` will update files directly in src/ as a pre-commit step, rather than doing it on build.
 * Color CSS files will receive prefixes when they are built.

This commit:
 * Adds prefixes we were missing to core CSS.
 * Removes prefixes that we no longer need from core CSS.
 * Removes all prefixes from colors CSS.

0100dd772a Merge colors.css into wp-admin.css. Non-default color schemes became overloads rather than swaps in the 3.8 redesign. Benefits include: 
* No more border-width, border-style, border-color insanity.
* Point releases are much less likely to require extra finagling to avoid rebuilding the color schemes.
* Yours truly has a better overall vision of ~14,000 lines of admin CSS and where we go from here.

1,065 net lines of red, y'all.

dfceeb7471 A few updates to the About page 
- Updated text on about-overview.png
- Changed about-typography, about-contrast, and about-modern-aesthetics from PNG24 to PNG8, saving 83 KB
- Reluctantly changed about-twentyfourteen from PNG to JPEG, because it saves a whopping 615 KB
- Tweak the headline size and styling of the about-twentyfourteen image to account for its lack of a transparent background.

68b7f94042 A small adjustment to the page background color per yesterday's conversation with nacin, from #eee to #f3f3f3. This retains enough contrast with white widget containers while making for a more comfortable reading experiences on pages that heavily use the default background color, like the About page. A few adjustments to go along with it: 
- Horizontal rules on the About page are lighter, to match their previous level of contrast with #eee
- Eliminated the .flush-top class on <hr>s on the About page since we want the styles applied to all About page <hr>s.
- Color schemes should match the bottom border of active tabs to the scheme's body-background variable.
- Lighten the comment background color on the Dashboard activity widget to keep adequate contrast with the new lighter body background.

df48cebeb4 No-JavaScript and no-Customizer support for the new Themes screen. 
JavaScript is rarely disabled, but graceful degradation is still important. For example, syntax errors can occur, usually with major WP updates that overhaul entire experiences and update external libraries combined with themes or plugins doing weird or old things. If this error is due to their current theme, a user needs to be able to access the themes screen to switch away from the theme. A more subtle issue could make things painful to diagnose.

This commit renders the grid in PHP (the template is duplicated, but it lightweight, fairly mundane, and easy to sync). On Backbone render, the grid is then re-rendered from JavaScript so searches can occur. Customize and Live Preview is disabled if JS fails to kick in. If JS is disabled, old-school "Preview" links are displayed.

No-Customizer support: The customizer is only supported when the browser supports postMessage (IE8+), and if the frontend is a different domain, CORS (IE10+). We use the .hide-if-no-customize class for this. Pre-customize "Preview" links should use .hide-if-customize.

The .load-customize class should be used to declare a link that opens the customizer. This enables customize-loader.js to intercept this link and load the customizer on top of the current window, making for a smoother experience.
