[52065] originally introduced the logic to guess the LCP image based on certain heuristics and to not lazy-load that image. However, with the introduction of block themes, that logic was not functioning correctly, resulting in all featured images to be lazy-loaded, regardless of whether it was the LCP image or not.
Together with an update to the `core/post-featured-image` block included in [55079], this changeset fixes the logic to correctly handle featured images in block themes as well.
Additionally, in combination with an update to the `core/template-part` block from [55246], this changeset includes an enhancement which uses the benefits of block template parts to avoid lazy-loading images in the `header` block template part, making the lazy-loading heuristics even more accurate for sites using a block theme.

When adding `decoding="async"` to images was introduced in [53480], it did not provide the ability to customize that behavior specifically for image tags returned from `wp_get_attachment_image()`.
With this changeset it is now possible to explicitly provide a `decoding` value of e.g. boolean `false` in the `$attr` parameter of the function, to ensure the attribute is omitted.

When the output format is altered with the `image_editor_output_format` filter, prefer the image engine that supports both input an output types, falling back to the engine that supports the input type.
Correct an issue where the output format filter wasn't respected because the selected engine didn't support the output format.

The existing filter `image_editor_output_format` receives an additional parameter `$size_name` which is populated whenever it controls the output format for a specific registered image size to create. Otherwise, it remains empty. In order to achieve this, a low level change has been added in bringing a new `$size_name` class property to the `WP_Image_Editor` base class, which is introduced in a backward compatible way that will not cause conflicts with custom implementations.
This parameter is then used in new logic inside the `wp_default_image_output_mapping()` callback function for the filter, controlling whether `image/jpeg` should map to `image/webp` output or not. By default, this is enabled for all WordPress core image sizes by default, and this list can be modified using a new `wp_image_sizes_with_additional_mime_type_support` filter, e.g. to remove core sizes or add custom sizes.
The customization per image size may be further enhanced by providing a more declarative API via a new parameter on the `add_image_size()` function.

This changeset adds the capability for core media uploads to generate sub sized images in more than a single mime type. The output formats for each mime type can be controlled through a filter. WebP is used as an additional output format for JPEG images by default to improve front end performance.
When generating additional mime types, only images which are smaller than the respective original are retained. By default, additional mime type images are only generated for the built-in core image sizes and any custom sizes that have opted in.
Image meta is updated with a new 'sources' array containing file details for each mime type. Each image size in the 'sizes' array also gets a new 'sources' array that contains the image file details for each mime type.
This change also increases image upload retries to accommodate additional image sizes. It also adds a `$mime_type` parameter to the `wp_get_missing_image_subsizes` function and filter.
This change adds three new filters to enable full control of secondary mime image generation and output:
* A new filter `wp_image_sizes_with_additional_mime_type_support` that filters the sizes that support secondary mime type output. Developers can use this to control the output of additional mime type sub-sized images on a per size basis.
* A new filter `wp_upload_image_mime_transforms` that filters the output mime types for a given input mime type. Developers can use this to control generation of additional mime types for a given input mime type or even override the original mime type.
* A new filter `wp_content_image_mimes` which controls image mime type output selection and order for frontend content. Developers can use this to control the mime type output preference order for content images. Content images inserted from the media library will use the available image versions based on the order from this filter.

This filter allows modifying individual `img` tags within a blob of content that are by default processed by the `wp_filter_content_tags()` function. The addition of this filter facilitates plugins that tweak images to accomplish this goal without re-implementing duplicate content image parser logic, which furthermore can have a negative performance impact due to additional regular expressions.
In addition to the filterable `img` tag, the filter receives the context (typically the function or filter in which the content is parsed) and the attachment ID. The latter may be 0, in case the image is not an attachment (for example when it is an external image URL).

Store the file size of all newly uploaded attachments, as part of the metadata stored in post meta. Storing file size means, developers will not have to resort to doing `filesize` function calls, that can be time consuming on assets on offloaded to services like Amazon’s S3.
This change also introduces a new helper function called, `wp_filesize`. This is a wrapper around the `filesize` php function, that adds some helpful filters and ensures the return value is an integer.

`file_get_contents()` is faster than `fread()`, because the PHP core can decide how to best read the remaining file; it could decide to issue just one `read()` call or `mmap()` the file first.
Per the PHP manual, `file_get_contents()` or `stream_get_contents()` is the preferred way to read the contents of a file into a string. It will use memory mapping techniques if supported by the OS to enhance performance.

The `get_post_galleries()` function only handled galleries from the `[gallery]` shortcode. It did not process gallery blocks.
Introducing v1 and v2 gallery block support in `get_post_galleries()` including support for innerblock nesting.
There are no changes to how the function is called. It detects if the post content has one or more gallery blocks. If detected, it parses the blocks and then processes to add each gallery block's HTML to the array of galleries before being passed through the filter and returned.
Includes integration tests.

This changeset implements the refined lazy-loading behavior outlined in https://make.wordpress.org/core/2021/07/15/refining-wordpress-cores-lazy-loading-implementation/ in order to improve the Largest Contentful Paint metric, which can see a regression from images or iframes above the fold being lazy-loaded. Adjusting this so far has been possible for developers via filters and still is, however this enhancement brings a more accurate behavior out of the box for the majority of themes.
Specifically, this changeset skips the very first "content image or iframe" on the page from being lazy-loaded. "Content image or iframe" denotes any image or iframe that is found within content of any post in the current main query loop as well as any featured image of such a post. This applies both to "singular" as well as "archive" content: On a "singular" page the first image/iframe of the post is not lazy-loaded, while on an "archive" page the first image/iframe of the _first_ post in the query is not lazy-loaded.
This approach refines the lazy-loading behavior correctly for the majority of themes, which use a single-column layout for post content. For themes with multi-column layouts, a new `wp_omit_loading_attr_threshold` filter can be used to change how many of the first images/iframes are being skipped from lazy-loaded (default is `1`). For example, a theme using a three-column grid of latest posts for archives could use the filter to override the threshold to `3` on archive pages, so that the first three content images/iframes would not be lazy-loaded.

The shortcode content is expected to be a string, not `null`. `do_shortcode()` expects a string for `$content`.
The `img_caption_shortcode()` also expects a string for the `$content` parameter and is expected to return a string for the HTML content to display the caption.
Prior to this commit:
The default value for the `$content` parameter was set to `null`. If no `$content` was passed, the function:
- could return `null` when the `$atts['width'] < 1` or there was no caption
- else, it invoked `do_shortcode( $content )` passing `null` which on PHP 8.1+ triggers a deprecation notice:

Replace infinitely autoloading behavior on scroll with a user-controlled load more button. Fix a long standing accessibility issue in the media library. Infinite scroll poses a wide range of problems for accessibility, usability, and performance.
This change modifies the library to load 40 items in the initial view, with a load more button to load the next 40 items and a button to move focus from the load more region to the first of the most recently added items.
The text for communicating the jump target was broadly discussed, agreeing that the text incorporated here would most concisely and clearly convey the purpose of the button, and any further detail is learnable from use.

Improve the check for sourceless or dimensionless media when determining if the lazy loading attribute should be added to iframes and images. Never include the lazy loading attribute on embeds of WordPress posts as the iframe is initially hidden.
Including `loading="lazy"` on initially hidden iframes and images can prevent the media from loading in some browsers.

When using the `adjacent_image_link()` function there is a condition that will return a linked image. Previously, the returned image was sent without alt attributes.

- Introduce `wp_image_file_matches_image_meta()` utility function to check whether the image meta (retrieved by attachment ID) matches an image path or URI. A mismatch may happen in some cases, for example after the posts have been exported from one website and imported in another.
- Add unit tests for the new function.
- Improve `wp_image_src_get_dimensions()` a bit and use the new function to prevent these edge cases.
