f2c4003dde Update/Install: Fix plugin updates from the details modal on the Dashboard. 
The plugin details modal has been greatly improved in [37714]. However, Shiny Updates aren't yet implemented on the Dashboard. Therefore, we need to fall back to The Bleak Screen of Sadness. Otherwise nothing happens when trying to install an update from inside the modal.

Fixes #37131. See #37126.

d01b200e6e Accessibility: Help text improvements. 
Avoid references to "visual" positions in favour of positions in the document
structure. The help text shouldn't assume users can see.

Also, in the Posts screen don't mention specific types of posts and use a more
generic text instead.

fe3b007fdd Docs: Remove inline @see tags from function, class, and method references in inline docs. 
Known functions, classes, and methods are now auto-linked in Code Reference pages following #meta1483.

Note: Hook references are still linked via inline `@see` tags due to the unlikelihood of reliably matching for known hooks based on a RegEx pattern.

b4cc1cfc48 Accessibility: Remove title attributes from the Admin Dashboard. 
Uses `aria-label` and `screen-reader-text` where appropriate. Also removes
the default title attribute output by `privacy_on_link_title`, preserving
the ability to use the filter.

Fixes #35049.

7dc1d06e64 Proper heading for admin screens. 
First step towards restoring a good heading structure in wp-admin.
The previous `<h1>` contained the site title and a link to the front page and was removed with the toolbar refactoring in 3.2.

07c58f5cca Ensure inline code is markdown-escaped as such, HTML tags are removed from summaries, and that code snippets in descriptions are properly indented. 
Affects DocBlocks for the following core elements:
* Markdown-indent a code snippet in the description for `_deprecated_argument()`
* Markdown-indent a code snippet in the description for `wp_localize_script()`
* Backtick-escape HTML tags in two parameter descriptions for `wp_register()`
* Various DocBlock formatting in the description for `get_bloginfo()`
* Remove HTML tag from the summary for `_wp_render_title_tag()`
* Backtick-escape a HTML tag in the description for `get_archives_link()`
* Markdown-indent a code snippet in the description for `wp_admin_css_color()`
* Markdown-indent a code snippet in the description for the `welcome_panel` hook

5431638e74 We no longer care if wp-admin/index.php is parseable by PHP 4. (And it's not, anyway.) If a user hits the root or wp-admin/install.php, they do get a proper warning.

a550a6d489 Use the create_posts capability in more places. 
In get_post_type_capabilities(), make sure create_posts reflects customizations to the edit_posts capability when create_posts is not specifically set.
