This backports several build and test tool improvements to the 5.5 branch. Most notably, this includes:
- The changes required to allow each workflow to be triggered by the `workflow_dispatch` event so that tests can be run on a schedule [50590].
- The ability to run PHPUnit tests from `src` instead of `build` [50441-50443].
- Splitting single site and multisite tests into parallel jobs [50379].
- Split slow tests into separate, parallel jobs for PHP 5.6 [50444].
- Better branch and path scoping for GitHub Action workflows when running on `pull_request` [50432,50479].
- Several `devDependency` updates.

This updates the 5.5 branch to support the latest LTS version of NodeJS (currently 14.x) in an effort to allow the same version of NodeJS to be used across all WordPress branches receiving security updates as a courtesy.
In addition to backporting the package updates that happened after branching 5.5, dependencies that were removed in future releases have also been updated to their latest versions.

This is a follow-up to [41271], which added the banner to minified CSS files.

Subviews are stored internally on the Subview manager as an object. The object
is composed of key-value pairs where the key is a jQuery selector for a view,
and the value is an array of views that matching the selector.
To extract subviews, `_.flatten()` was used to collate the nested arrays of
views into a single view. However, `_.flatten()` is not intended to be used
for objects, and this unintended functionality breaks in newer versions of
Underscore.js.
Instead, we'll use `_.values()` to extract the arrays of views first,
and then flatten the array of arrays.

* Collection set/add/remove/reset methods now return models, not `this`, so they can no longer be chained.
* Options passed to Backbone.View's constructor are no longer attached automatically. wp.Backbone.View now does this automatically.

* All WordPress files move to a src/ directory.
* New task runner (Grunt), configured to copy a built WordPress to build/.
* svn:ignore and .gitignore for Gruntfile.js, wp-config.php, and node.js.
* Remove Akismet external from develop.svn. Still exists in core.svn.
* Drop minified files from src/. The build process will now generate these.
