In addition to `wp_list_filter()` for filtering a list of objects, and `wp_list_pluck()` for plucking a certain field out of each object in a list, this new function can be used for sorting a list of objects by specific fields. These functions are now all contained within the new `WP_List_Util()` class and `wp_list_sort()` is used in various parts of core for sorting lists.
This was previously committed in [38859] but got reverted in [38862] and [38863]. To fix the previous issues, `wp_list_sort()` supports now an additional argument to preserve array keys via `uasort()`.

* Custom CSS is associated with a given theme and is displayed in an inline `style` element at the `wp_head` hook after the `wp_print_styles` is called so that it overrides any enqueued stylesheets.
* A `wp_get_custom_css()` function is used for accessing the CSS associated with the current theme (or another theme) and a `wp_get_custom_css` filter for manipulating it.
* CSS is managed in customizer via a new "Additional CSS" section with a single `textarea` control.
* `WP_Customize_Section::$description_hidden` is introduced for hiding extended descriptions in customizer sections behind a help toggle as done with panels.
* CSS is stored in a `custom_css` post type with the theme (stylesheet) slug as the `post_name`.
* `WP_Customize_Custom_CSS_Setting` is introduced to handle validation of CSS, previewing, and persisting the CSS to the `custom_css` post type.
* The `custom_css` setting is tied to a new `unfiltered_css` capability which maps to `unfiltered_html` by default.
* Escaping the message in the notification template is removed to allow markup (`code` tags) to be rendered.

If there are no pages when the customizer is opened, the `static_front_page` section will be hidden. As soon as a page is created in the customizer session, the `static_front_page` section will be revealed. Previously the section would not be registered if there were no pages. Page stubs created via nav menus will appear in the `dropdown-pages` controls for `page_for_posts` and `page_on_front`, and such page stubs will thus cause the `static_front_page` section to appear. Plugins that facilitate page creation in the customizer by filtering `get_pages` will also cause the section to appear.

When a setting is invalid, not only will it be blocked from being saved but all other settings will be blocked as well. This ensures that Customizer saves aren't partial but are more transactional. User will be displayed the error in a notification so that they can fix and re-attempt saving.
PHP changes:
* Introduces `WP_Customize_Setting::validate()`, `WP_Customize_Setting::$validate_callback`, and the `customize_validate_{$setting_id}` filter.
* Introduces `WP_Customize_Manager::validate_setting_values()` to do validation (and sanitization) for the setting values supplied, returning a list of `WP_Error` instances for invalid settings.
* Attempting to save settings that are invalid will result in the save being blocked entirely, with the errors being sent in the `customize_save_response`. Modifies `WP_Customize_Manager::save()` to check all settings for validity issues prior to calling their `save` methods.
* Introduces `WP_Customize_Setting::json()` for parity with the other Customizer classes. This includes exporting of the `type`.
* Modifies `WP_Customize_Manager::post_value()` to apply `validate` after `sanitize`, and if validation fails, to return the `$default`.
* Introduces `customize_save_validation_before` action which fires right before the validation checks are made prior to saving.
JS changes:
* Introduces `wp.customize.Notification` in JS which to represent `WP_Error` instances returned from the server when setting validation fails.
* Introduces `wp.customize.Setting.prototype.notifications`.
* Introduces `wp.customize.Control.prototype.notifications`, which are synced with a control's settings' notifications.
* Introduces `wp.customize.Control.prototype.renderNotifications()` to re-render a control's notifications in its notification area. This is called automatically when the notifications collection changes.
* Introduces `wp.customize.settingConstructor`, allowing custom setting types to be used in the same way that custom controls, panels, and sections can be made.
* Injects a notification area into existing controls which is populated in response to the control's `notifications` collection changing. A custom control can customize the placement of the notification area by overriding the new `getNotificationsContainerElement` method.
* When a save fails due to setting invalidity, the invalidity errors will be added to the settings to then populate in the controls' notification areas, and the first such invalid control will be focused.

Removes overly-zealous filtering of autofocus panels, sections, and controls which are unrecognized or for which the user doesn't have the capability to focus (in which case it would no-op anyway). Also defers autofocus logic until instances are created, even after initial `ready` event. This ensures that autofocus can apply for any panels, sections, or controls that get created via the loaded preview.

When there are hundreds of settings and controls (e.g. nav menu items and widget instances) the resulting object that is JSON-encoded can become very large, and `wp_json_encode()` can consume a lot of memory to serialize it. By breaking down the serialization into multiple calls the peak memory usage can be kept in line.
Moves logic out of `wp-admin/customize.php` into the `WP_Customize_Manager` class with new methods:
* `is_ios()`
* `get_document_title_template()`
* `get_preview_url()`/`set_preview_url()`
* `get_return_url()`/`set_return_url()`
* `get_autofocus()`/`set_autofocus()`
* `customize_pane_settings()`
Includes unit tests for these methods, for which the logic was formerly untestable in `customize.php`.

This was broken since 4.0 and the introduction of user session tokens. The nonces are now tied to session tokens as opposed to user IDs, and thus they change with each re-login.
Custom nonces can be added through the `customize_refresh_nonces` filter. On a successful refresh request the JavaScript API will trigger a `nonce-refresh` event. See widget's update nonce as an example.

In PHP 5.3.0, `is_a()` is no longer deprecated, and will therefore no longer throw `E_STRICT` warnings.
To avoid warnings in PHP < 5.3.0, convert all `is_a()` calls to `$var instanceof WP_Class` calls.
`instanceof` does not throw any error if the variable being tested is not an object, it simply returns `false`.

The exceptions to this are update_post_meta() and add_post_meta() which are often used by plugins in POST handlers and will continue accepting slashed data for now.
Introduce wp_upate_post_meta() and wp_add_post_meta() as unslashed alternatives to update_post_meta() and add_post_meta(). These functions could become methods in WP_Post so don't use them too heavily yet.
Remove all escape() calls from wp_xmlrpc_server. Now that core expects unslashed data this is no longer needed.
Remove addslashes(), addslashes_gpc(), add_magic_quotes() calls on data being prepared for handoff to core functions that until now expected slashed data. Adding slashes in no longer necessary.
Introduce wp_unslash() and use to it remove slashes from GPCS data before using it in core API. Almost every instance of stripslashes() in core should now be wp_unslash(). In the future (a release or three) when GPCS is no longer slashed, wp_unslash() will stop stripping slashes and simply return what is passed. At this point wp_unslash() calls can be removed from core.
Introduce wp_slash() for slashing GPCS data. This will also turn into a noop once GPCS is no longer slashed. wp_slash() should almost never be used. It is mainly of use in unit tests.
Plugins should use wp_unslash() on data being passed to core API.
Plugins should no longer slash data being passed to core. So when you get_post() and then wp_insert_post() the post data from get_post() no longer needs addslashes(). Most plugins were not bothering with this. They will magically start doing the right thing. Unfortunately, those few souls who did it properly will now have to avoid calling addslashes() for 3.6 and newer.
Use wp_kses_post() and wp_kses_data(), which expect unslashed data, instead of wp_filter_post_kses() and wp_filter_kses(), which expect slashed data. Filters are no longer passed slashed data.
Remove many no longer necessary calls to $wpdb->escape() and esc_sql().
In wp_get_referer() and wp_get_original_referer(), return unslashed data.
Remove old stripslashes() calls from WP_Widget::update() handlers. These haven't been necessary since WP_Widget.
Switch several queries over to prepare().
Expect something to break.

* The current theme goes through validate_current_theme().
* If doing a preview of a different theme, we check theme->errors().
Also:
* Don't attach previewing hooks when previewing the current theme.
Aside from being unnecessary, this prevents issues with a theme with
the error of theme_parent_invalid.
* Call send_origin_headers() earlier, to allow wp_die( '0' ) to properly
be returned in a domain mapping situation.
* Fix the 'Save & Activate' message on themes.php.

on a theme that has a default background image.
The onus is on the theme to omit the default background-image from style.css,
to allow the user to remove the default background image. Or, the theme can
specify a background-image for the body selector, as long as they then zero
it out for body.custom-background, like so:

This allows the theme to be compatible with the custom background feature
but also gracefully degrade if the background feature is disabled.
This is the same behavior as 3.3; setting a default image has simply been
made more prominent in 3.4. Reverts [21013], also parts of [21001].

Also, per previous changes in #20448, the custom-background class should not
be shown when only a default color is in use.

This prevents the background_image and background_image_thumb settings from getting out of sync.
In 3.5 we can consider using background-size on Appearance > Background, eliminating _thumb.

Adds WP_Customize_Setting->sanitize_js_callback and 'customize_sanitize_js_$settingID' filter, to filter values before they're passed to JS using WP_Customize_Setting->js_value().
Adds support for regular hex colors to the color picker.
Changes color methods:
* sanitize_hex_color() accepts 3 and 6 digit hex colors (with hashes) and the empty string.
* sanitize_hex_color_no_hash() accepts 3 and 6 digit hex colors (without hashes) and the empty string.
* maybe_hash_hex_color() ensures that a hex color has a hash, and otherwise leaves the value untouched.

Both can slow down the experience.
The alternate cron will issue a redirect which creates more work for the
customizer, but not exit immediately, which means shutdown will be delayed
(see future changeset from koopersmith in #20507 where we check for a token
printed on shutdown to ensure the response came from the customizer).
The update checks could also cause bad data to be sent. In particular, the
currently active theme would be incorrect.

If the custom background default wp-head-callback (_custom_background_cb) is used, we use postMessage for all custom background properties. Otherwise, we use full refreshes.
When using postMessage, the preview recalculates the custom background CSS block, allowing it to omit CSS values when they are not present and fall back on the original CSS.
