Previously, the logic to determine EXIF rotation information was not providing the correct rotation. This patch respects the information properly by swapping some of the `flip()` logic on certain rotations. Props tbember, SergeyBiryukov, costdev, mikeschroder, adamsilverstein. Fixes #54937.
