Because of the scripts that run when `build:dev` is run, it’s more common for this Grunt task to change version-controlled files than when building WordPress to run from `build`. This moves the `build:dev` tests before the `build` ones in order to detect changes earlier in the workflow. See #55652. Built from https://develop.svn.wordpress.org/trunk@54297 git-svn-id: http://core.svn.wordpress.org/trunk@53856 1a063a9b-81f0-0310-95a4-ce76da25c4cd
