Adds a `maybe_serialize()` comparison for the old and new values in `update_network_option()` to avoid unnecessary database writes when options contain identical objects. Props bor0. Fixes #44956. Built from https://develop.svn.wordpress.org/trunk@44662 git-svn-id: http://core.svn.wordpress.org/trunk@44493 1a063a9b-81f0-0310-95a4-ce76da25c4cd
