Poslovitch a69e053229 Started configuration loading and errors; changes to locales ... Worked on PluginConfig.loadPluginConfig(). Changed the NotSetup processing : when loading config, it will store errors and if there are, it will run the plugin as "NotSetup" and send to users what is wrong and why.
