[PM-6818] legacy generator service adapter (#8582)

* introduce legacy generators
* introduce generator navigation service
* Introduce default options. These accept a userId so that they can be policy-defined
* replace `GeneratorOptions` with backwards compatible `GeneratorNavigation`
