Add API for bulk removal of org users (#1320)

* Add API for bulk removal of org users

* Refactor OrganizationService, extract some common code.

* Add tests for DeleteUserAsync

* Add tests for DeleteUsers

* Formating

* Update test/Core.Test/Services/OrganizationServiceTests.cs
