Remove FlexibleCollections feature flag logic for repository methods:
* GetManyByUserIdAsync
* GetManyByUserIdCipherIdAsync
* UpdateCollectionsAsync
* UpdateCollectionsForCiphersAsync
This feature flag was never turned on and we will update the sprocs
directly as required.
