[BEEEP] Use MsSqlMigratorUtility for local development databases (#3850)
* Update migrate.ps1 to use MsSqlMigratorUtility for dev databases
* Remove old handwritten scripts
* Migrate existing migration records
* Update Github Workflow to call MsSqlMigratorUtility directly
