Add API permission testcase (#19571)

usage example:
HARBOR_BASE_URL=https://{ip_or_domain}/api/v2.0 RESOURCE=preheat-instance  USER_NAME={username} PASSWORD={password}  python tests/apitests/python/test_permission.py
