Drop build postgresql 9.6 (#17458)
Drop pg9.6, will not support upgrading from pg9.6 to pg13, if you use pg9.6 you can upgrade to 2.5 and upgrade to 2.7 Signed-off-by: Yang Jiao <jiaoya@vmware.com>
