Change commit-msg hook.sh address to right place (#21343)

Since hook.sh address has moved from

`https://cdn.rawgit.com/tommarshall/git-good-commit/v0.6.1/hook.sh`

to

`https://cdn.jsdelivr.net/gh/tommarshall/git-good-commit@v0.6.1/hook.sh`

fix the address to the moved address.
