If build base images is needed in a unexpected situation, build base images action will be triggered by making a modification of .buildbaselog.

1. Move LDAP API test out of robot script, LDAP API test will be triggered in Jenkins job independently;
2. Docker api returned from function before analyze the return message for expected error.

Update the settings to extend the "Days until stale" and "Days untile
close". Added other exempt labels.

"wontfix" is used to mark the issues that were decided will not be fixed
after triage, so let's use a different label to mark stale issues.
