The API is desiged for read-only gc job, as the read only gc has already deprecated, remove this api accordingly.

The repository name contains blackslash, the mux router has to use the * to match the blackslash. Otherwise the caller(gc job) will get a 404.

This commit is to fix two problems in the gc job,
1, in order to support redis cluseter, gc job should delete the keys only
for docker reigstry instead of all keys. It because that in the redis cluster,
only db 0 is supported.
2, to restore the real status of read only not just to set it to false.

docker regsitry. This version has the API to call regsitry GC with jobservice
secret. Seprates it into a standalone container as do not want to invoke two
processes in one container.
It needs to mount the registry storage into this container in order to do GC,
and needs to copy the registry binary into it.
