feat(vulnerability): assemble vulnerabilities info for artifact (#10800) 
1. Assemble scan overview to artifact when scanner enabled in the
project of the artifact.
2. Set addition link for vulnerabilities to artifact when scanner
enabled in the project of the artifact.
