Bump PlaceholderAPI dependency to version 2.11.6 (#5936) 
Versions older than 2.11.5 are currently missing from the PlaceholderAPI
Maven repo, so we need to bump this for EssentialsX to compile.

Parse colors from broadcast world command (#5913) 
Make the broadcast world command mimic the behavior of the broadcast
command which correctly parses colors from the broadcast message.
