f3034f1b1c Customize: Set playsinline attribute for custom header videos. 
With the `playsinline` attribute the video can also autoplay on mobile browsers without asking the user to open it up fullscreen.
Also, change all video element properties to use boolean values.

707b80c194 Emoji: Update the Twemoji library to version 13.0.2. 
This point release does not add any new Emoji and only slightly modifies 14 existing Emoji without changing their meanings.

Because of this, the same CDN location (currently `/images/core/emoji/13.0.1`) can be updated with the new versions and sites running WordPress 5.6 or higher will start using the updated versions once their cache expires.

488ebec933 External Libraries: Revert the change to the tb_click() function in the Thickbox library. 
The `blur()` method there is not the jQuery method, but is an HTML DOM method instead.

This makes the Close button on the "View details" modal on Plugins screen functional again.

1aca7e8b25 Editor: Correct the check for unsaved content in wp.autosave.server.postChanged(). 
This fixes improper triggering of the "Are you sure?" prompt when navigating away from the old, "classic" Edit Post screen and there are no changes.

The previous check did not account for Pages or any custom post types that don't have a Title, Content, or Excerpt field.

9f12d7f575 External Libraries: First pass at fixing jQuery deprecations in WordPress core and bundled themes. 
To be able to disable jQuery Migrate as step 3 of updating the jQuery version shipped with WordPress, all `JQMIGRATE` warnings in the browser console will have to be addressed.

This includes many minor adjustments to a wide array of core files.

c3b40f7f80 Site Health, App Passwords: Ensure REST API responses are properly translated. 
The REST API requests in Site Health and App Passwords now include `_locale=user` in the request URL to ensure the user's locale is used instead of the site locale. Additionally, the `apiRequest` library now sends a JSON `Accept` header which is required by `determine_locale()` to respect the `_locale` query parameter.

The Site Health REST API controllers now manually load the default admin textdomain if not `is_admin()`. This allows for the Site Health tests to be translated even though the translations are part of the administration project and the REST API is not.

5cee7eced0 Update jQuery step two: 
- Add jquery-migrate.js v.3.3.1 to core and load it in debug mode when `SCRIPT_DEBUG` is true.
- Add jquery.min.js, update jquery.js to 3.5.1 non-minified. This should help when debugging.
- Rebuild jQuery UI 1.12.1 and add it to core.
- Fix/adjust tests to match the above changes.

3dd9628aae Build/Test Tools: Enable JSDocs to be linted with ESLint. 
As part of the [Javascript Inline Docs Initiative](https://make.wordpress.org/core/handbook/docs/inline/js/) this add some tooling to lint Javascript docblocks. Two new commands:

* `npm run lint:jsdoc`
* `npm run lint:jsdoc:fix`

The latter will run the linter and try to fix an possible issues automatically.

afa6bb4f1a Accessibility: Improve color contrast for the blue links :hover state. 
For a number of years, WordPress has been using a `#00a0d2` blue shade for the links `:hover` state. This blue shade doesn't have a sufficient color contrast with the various (too many) background colors used in the admin interface.

The new `#006799` blue shade is part of the official WordPress color palette and does have a sufficient color contrast with most of the admin backgrounds.

eebf187963 Accessibility: Media: Add a "Copy URL" button to the attachment File URL fields. 
For a number of years, various screens in the WordPress admin provided users with a readonly input field to copy the attachment file URL. Manually copying from a readonly field is an annoying task at best even for mouser users. It's a usability and accessibility issue at the same time. 
These fields now have a new "Copy URL" button that is easy to use and accessible to everyone.

f83c504b88 I18N: Remove the "Error:" prefix from error messages. 
For a number of years, most of the WordPress error messages have been prefixed with "Error:". However, these messages appear in a context where it's already clear an error occurred. Whether it's an error, a warning, or any other classification, that's not so relevant for users. The content of the message is the relevant part. The "Error:" prefix doesn't add great value while it does add unnecessary complexity for the message readability.

Also, revises some of these messages to improve clarity and removes HTML from translatable strings.

The file input button is visually hidden, but was announced by screen readers in workflows unrelated to file uploads.
It is now hidden from assistive technologies by the means of an `aria-hidden` attribute, as its CSS display property must not be changed to make sure it still works on old browsers.

b4e1e8f0d1 Comments: Fix title not updating when replying to a comment 
When replying to an existing comment, the comment form is moved to below the
existing comment with JS, but the form heading was not being updated. This
fixes the issue by introducing a new data-attribute to the reply link with the

cf40905ada Scripts: Use core-js url as polyfill for window.URL. 
URL polyfill from the polyfill-library library is not spec-conformant, in a way which negatively impacts its usability for pending revisions to the block editor. Specifically, there were revisions to the implementation of the wp-url script to detect URL validity by relying on thrown errors from the URL constructor, but this specific behavior is not implemented in this version of the polyfill.
There was another issue in r47238, which is that the test used to check whether the polyfill should be included is not accurate. This commit uses a different check and fixes the issue.

0fcc994a8f Media: Fix bottom spacing on various Media Modal elements for non-webkit browsers. 
Implementation of bottom padding in overflow content differs across browsers. See https://github.com/w3c/csswg-drafts/issues/129. To make bottom spacing consistent across browsers there's the need for an alternate CSS method.
- uses a CSS `after` pseudo element or simply a bottom margin to reserve some bottom spacing
- removes a couple leftovers from [40428]
- fixes an annoying visual glitch where the media modal content is visible behind the bottom toolbar border

4bff827833 Script Loader: Add polyfill for window.URL, window.DOMRect. 
Pending block editor revisions for WordPress 5.4 will make use of `window.URL` and `window.DOMRect`. These are not available in Internet Explorer (or pre-Chromium Edge for `DOMRect`) and must be polyfilled to avoid script errors.

The changes make use of the existing polyfill pattern, and existing `polyfill-library` dependency. The dependency is bumped to the latest version, since the previous version did not include the `DOMRect` polyfill.

47ed56f38f Code Modernization: Replace dirname( __FILE__ ) calls with __DIR__ magic constant. 
This avoids the performance overhead of the function call every time `dirname( __FILE__ )` was used instead of `__DIR__`.

This commit also includes:

* Removing unnecessary parentheses from `include`/`require` statements. These are language constructs, not function calls.
* Replacing `include` statements for several files with `require_once`, for consistency:
 * `wp-admin/admin-header.php`
 * `wp-admin/admin-footer.php`

355c05ea71 Build Tools: Integrate DependencyExtractionWebpackPlugin in the JS build. 
This patch integrates DependencyExtractionWebpackPlugin which was battle-tested in Gutenberg. 

This will greatly simplify the process of upgrading npm packages which change after every Gutenberg release. It might even useful during the WordPress release cycle as we might need to publish more often as we discover critical bugs and regressions.

1f3d583825 Accessibility: Media: Improve the search media field labelling. 
Visible `<label>` elements benefit all users. The `placeholder` attribute should not be used as a replacement for visible labels.
Instead, it's supposed to be used only for a short hint to aid users with data entry e.g. a sample value or a brief description of the expected format.

Screen readers may not announce a `placeholder` attribute at all. Other users may suffer from the lack of a visible label and a placeholder used as replacement, for example:

0e21d32900 Build/Test: Bump devDependencies for WordPress 5.3 
This upgrades a number of devDependencies.  Some of these include changes to how the tasks are configured.

Uglify: There are deprecated options from 2.x to 4.x, see: https://github.com/gruntjs/grunt-contrib-uglify#options

Autoprefixer: Browserslist now warns when passing in the browser list, so that is put into package.json

As with most changes to uglify, this changes every minified JS file.

e313498193 Uploads: After an image is uploaded and PHP times out or runs out of memory during post-processing (the server response is HTTP 500 error), try to resize it three more times. Then, if all attempts fail, do a cleanup of any sub-sizes that may have been created and show an error message asking the user to scale the image and upload it again.

This upgrade adds support for the transgender flag: 🏳️‍⚧️

There's some additional housekeeping in this commit:

- Twemoji recently rearranged their repository and package, so `Gruntfile.js` needed tweaking to allow for that.
- As only new files were added in this Twemoji release, the CDN version didn't need updating.

Adds an ARIA `role="img"` to the emojis markup in the front end. While the ARIA role is technically redundant, it helps Safari and VoiceOver to properly announce the emojis as "image". Without the role, they announce a generic "group" role.
Tested with Safari 12.1.1 / VoiceOver 9.

ee8813606d TinyMCE: fix adding of too many undo levels for wpviews. The HTML changes several times when a wpview is added. We only want one undo level. Also fixes cases when the cursor is next to an embeddable URL in the Text tab and the user switches to the Visual tab.

00704114e0 Accessibility: Make the Media modal an ARIA modal dialog. 
For a number of years, the Media modal missed an explicit ARIA role and the required attributes for modal dialogs.

This was confusing for assistive technology users, since they may not realize they're inside a dialog, and that consequently the keyboard interactions may be different from the rest of the page. Lack of an explicit label for the dialog was confusing as well, since assistive technology users didn't have an immediate sense of what the dialog is for.

This change makes the Media modal meet the ARIA Authoring Practices recommendations, helping users better understand the purpose and interactions with the modal. Also, it makes sure to hide the rest of the page content from assistive technologies, until support for `aria-modal="true"` improves.

Additionally:
- moves the modal H1 heading to the beginning of the modal content 
- changes the modal left menu position to make visual and DOM order match 
- improves the `wp.media.view.FocusManager` documentation

65f7cdbce0 Site Health: Improve the "Copy to clipboard" button. 
The previous method for copying the debug report to the clipboard involved having a hidden `<textarea>`, but this shows up in screen readers and can't be reliably hidden.

To work around this, the button now uses the `clipboard.js` library, which automatically handles browser differences in the Clipboard API, and can load the text to copy from a `data-` attribute on the button.

Many users found the attachment URL field confusing: it says "URL" so it may appear like a field meant to paste a URL into.
Also, the Alt text field is the most important one in terms of content, while the Title field needs to be de-emphasized.

- changes the URL field label to "Copy link"
- moves the alt text field to the top as first field 
- avoids to set initial focus on the alt text field 
- adds an explanatory text with a link pointing to the W3C "alt decision tree" tutorial 
- adds `aria-describedby` to target the explanatory text

Allows for themes or plugins setting the comment-reply JavaScript as a dependency of an HTML header script. This in turn causes `comment-reply.js` to be loaded early, requiring execution to be delayed.

3578f89900 Accessibility: Improve the way Internet Explorer 11 and JAWS announce fieldset legends. 
When Internet Explorer encounters a non interactive element with a `tabindex`
attribute, it adds the element to the accessibility tree with a `role=group` and
an accessible name computed from the element. This prevents JAWS from announcing
any fieldset legend within the element.

- removes `tabindex="0"` from the content and the toolbar containers: these tabindex attributes are no longer needed
- removes `aria-label="Main content"` from the content container: not needed
- keeps the media modal focus fallback introduced in [38142] by making the `#wpbody-content` element focusable only when needed

a814e5d34e Build tools: Allow building WordPress to src. 
After the JavaScript reorganization in [43309], it was no longer possible to test WordPress from the `src` folder. That meant a build step was required to test PHP modifications. That is suboptimal as even a simple copy is slower than a web server just serving the new file.

We achieve building to `src` by setting a `WORKING_DIR` constant in the Gruntfile that is `build` by default, but changes to `src` when the `--dev` flag is present on any Grunt command. We provide sensible defaults so some commands, such as copying `version.php`, always build to `build`.

Because testing from `build` is no longer required, we change the messages present in `index.php` and `wp-admin/index.php` to be more broadly about building WordPress.

We also change the webpack config to have more straightforward behavior based on the `buildTarget` argument. It only determines the build target now and has no implicit behavior anymore. `grunt build` still works as it worked before, to make sure that the build server produces the same `wordpress.zip` we are used to.

We do all this instead of a symlink setup because symlinks don't work on every platform.

7e99487473 External Libraries: Update zxcvbn to 4.2.2. 
Version 4.2.2 of the zxcvbn password strength library has several bug fixes. A full list of changes can be seen here: https://github.com/dropbox/zxcvbn/compare/v4.4.1...v4.4.2.

This commit also adds the library as a project dependency, making it easier to update in the future. Because the dictionary within the library contains non-PG language, a `rot13:zxcvbn` task has been added to Grunt to perform a ROT-13 cipher on the library. This task has been added to `grunt build` and `grunt build:js`.

e055e026e3 l10n: Avoid calling is_user_logged_in() in determine_locale(). 
is_user_logged_in() is a pluggable function, and loaded after plugins are loaded. If a plugin calls __() too early, is_user_logged_in() is missing and WordPress will fatal. get_user_locale() already handles this scenario for us, so it's safe to rely on exclusively.

a603510b73 Build Tools: Upgrade @wordpress packages to the latest version. 
This also includes the new @wordpress/format-library and @wordpress/notices packages.

package-lock.json has been completely regenerated in this commit.

ca80466039 Scripts: Add a missing date format to the wp-date config. 
`wp-date` recently added the `datetimeAbbreviated` format, but the config wasn't sending it on page load.

e4b570f8fb Build Tools: Copy package JavaScript and CSS into wp-includes. 
- `grunt webpack:dev` now copies packages JS into `/src/wp-includes/js/dist`, and CSS into `/src/wp-includes/css/dist`.
- `grunt webpack:prod` does the same, but into `/build` instead of `/src`.
- `grunt build` now runs the `webpack:prod` task.

Merges [43760] from the 5.0 branch to trunk.
