dd5bc0d28e Accessibility: Theme Installer, make the "Upload Theme" button... a button. 
UI controls that "do something" on a page shouldn't be links. This link behaves
like a toggle to expand the uploader panel and should be a `button` element with
an aria-expanded attribute. Also:

- improves consistency with the Plugin uploader
- keeps the themes list visible when the uploader is open
- displays a notice when JavaScript is off
- adds some `hide-if-no-js` CSS classes
- removes the `themes.router.navigate()` "upload" route: seems unnecessary and breaks history

8776694a33 Use numeric font weights instead of keywords. 
When Open Sans was in use, the `300`, `400`, and `600` weights were loaded. `400` is the equivalent of `normal`; however, `bold` is equivalent to `700`, not `600`. With the move to system fonts, we need to be specific rather than relying on the lack of a `700` weight. Not all system fonts include a `600` weight; in those instances, they will use the `bold`/`700` weight.

The WordPress CSS Coding Standards have been updated accordingly.

bf3b51adaf Accessibility: improve the color contrast in the Edit Comment "Status" box. 
The current orange and red used for the radio button labels in the Edit Comment
"Status" box don't have a sufficient color contrast ratio with the background.
Removing the colors improves accessibility and consistency.

87b0a1b989 Customize: Add setting validation model and control notifications to augment setting sanitization. 
When a setting is invalid, not only will it be blocked from being saved but all other settings will be blocked as well. This ensures that Customizer saves aren't partial but are more transactional. User will be displayed the error in a notification so that they can fix and re-attempt saving.

PHP changes:

* Introduces `WP_Customize_Setting::validate()`, `WP_Customize_Setting::$validate_callback`, and the `customize_validate_{$setting_id}` filter.
* Introduces `WP_Customize_Manager::validate_setting_values()` to do validation (and sanitization) for the setting values supplied, returning a list of `WP_Error` instances for invalid settings.
* Attempting to save settings that are invalid will result in the save being blocked entirely, with the errors being sent in the `customize_save_response`. Modifies `WP_Customize_Manager::save()` to check all settings for validity issues prior to calling their `save` methods.
* Introduces `WP_Customize_Setting::json()` for parity with the other Customizer classes. This includes exporting of the `type`.
* Modifies `WP_Customize_Manager::post_value()` to apply `validate` after `sanitize`, and if validation fails, to return the `$default`.
* Introduces `customize_save_validation_before` action which fires right before the validation checks are made prior to saving.

JS changes:

* Introduces `wp.customize.Notification` in JS which to represent `WP_Error` instances returned from the server when setting validation fails.
* Introduces `wp.customize.Setting.prototype.notifications`.
* Introduces `wp.customize.Control.prototype.notifications`, which are synced with a control's settings' notifications.
* Introduces `wp.customize.Control.prototype.renderNotifications()` to re-render a control's notifications in its notification area. This is called automatically when the notifications collection changes.
* Introduces `wp.customize.settingConstructor`, allowing custom setting types to be used in the same way that custom controls, panels, and sections can be made.
* Injects a notification area into existing controls which is populated in response to the control's `notifications` collection changing. A custom control can customize the placement of the notification area by overriding the new `getNotificationsContainerElement` method.
* When a save fails due to setting invalidity, the invalidity errors will be added to the settings to then populate in the controls' notification areas, and the first such invalid control will be focused.

a800cf654b Drop Open Sans in the admin in favor of system fonts. 
Rejoice, for your admins will feel more native to your surrounding computing environment and likely load faster, especially when offline, as they no longer have to talk to The Google Overlord.

At the time of introduction in 3.8, there were not good system fonts common to all platforms at the time. In the years since, Windows, Android, OS X, iOS, Firefox OS, and various flavors of Linux have all gotten their own (good) system UI fonts.

There will definitely be visual bugs, mainly around alignment and spacing; these should be documented and reported on the ticket and fixed more atomically so that our current and future selves have a better understanding of what happened and why.

The style remains registered, as it is almost certainly in use by themes and plugins.

ee0ef3ca36 Use px instead of in in device preview 
Devices are not consistent in how they handle `in` units. `in` was an attempt to cleverly disguise the exact size of the 'tablet'. The PHP code standards mentions avoiding clever code ( https://make.wordpress.org/core/handbook/best-practices/coding-standards/php/#clever-code ) but we should extend that idea to the css code as well.

You know what's wrong with the Moderate Comment Screen? It doesn't win anymore. Well, I'm going make the Moderate Comment screen win. It's going to win by showing the urls that are linked to from every anchor. It's going to win by having those urls be a lighter shade of gray than the surrounding text. Spammy links aren't going to be able to hide in commas. Spammy links aren't going to win.  The Moderate Comment Screen is going to win and we are going to make the Moderate Comment Screen Great Again.

fd1f45a7cf Accessibility: Improve accessibility for the Plugin details modal. 
The plugin details modal can be invoked from several screens. There's now a new
`.open-plugin-details-modal` CSS class to be used in combination with the
`.thickbox` CSS class that adds everything needed for accessibility.

- Adds an ARIA role `dialog` and an `aria-label` attribute to the modal
- Adds a `title` attribute to the iframe inside the modal
- Constrains tabbing within the modal
- Restores focus back in a proper place when closing the modal

Also, improves a bit the native Thickbox implementation: it should probably be
replaced with some more modern tool but at least keyboard focus should be moved
inside the modal.

* Removes double `margin-bottom` from all the media controls.

f7b29ecd1b Multisite: Re-Account for striped table rows with .site-* classes. 
[34356] removed the table row specificity on rules for `.site-deleted`, `.site-spammed`, `.site-archived`, and `.site-matured` so that the styles would be properly applied to other elements. Now, the zebra striping rules override these styles on even rows.

We can account for `tr` specific and more generic applications of these classes.

6820130e33 Screen options: Improve the "Apply" button 
Previously the button was output as a part of the per-page option rendering, inline with that input. While this was appropriate for core's usage, the `screen_settings` filter has allowed plugins to place additional items at the bottom of the panel, which a number take advantage of. This leads to confusing situations where plugins that don't save settings via Ajax either have to add their own button or piggyback onto the existing button, which doesn't make any sense in the flow of additional options. It also hinders core from adding any other options that need to be submitted.

Also, when the screen options panel is open, a submit button there is the primary action at that moment. The "Apply" button also does a full page load, which a primary button indicates better.

87aa982824 Include network-active plugins and inactive network-only plugins on the Plugins listing screen for individual sites on Multisite. 
These plugins are only shown to users with the `manage_network_plugins` capability, which is Super Admins by default. This new feature lowers the blood pressure of Super Admins who may browse or search the Plugins listing screen of an individual site, having forgotten that a particular plugin is network-active. Showing inactive network-only plugins here also reduces friction when searching the Plugins listing screen on individual sites.

This change introduces a `show_network_active_plugins` filter which controls whether the network-active plugins and inactive network-only plugins are shown. This can be used to enable this functionality for regular site admininstrators, or, indeed, to disable this functionality for Super Admins.

42b33e1645 Administration: Convert H5 usage in Screen Options to use fieldsets and legends. 
These H5 (heading level 5) don't allow for a good headings hierarchy and shouldn't be headings in the first place. Each group of options has now its own fieldset and legend.
In `render_screen_options()`, introduce two new "render" methods: `render_meta_boxes_preferences()` and `render_list_table_columns_preferences()` for consistency with already existing render methods and cleaner code.

17f53091ed Bump H3 headings to H2 on the Network Admin > Sites > Edit Site screens. 
The navigation tabs appear in an `<h3>` heading immediately following the main `<h1>` and need to have a proper hierarchy.

e976f9b503 Edit: Remove the redundant "View Post" button-link and link the sample permalink. 
Previously there were two persistent "View Post" links on an edit screen: next to the permalink and in the toolbar. This would then become three links after a post was published or updated, as a link is also included in the admin notice. This is a lot of redundancy and visual noise for a flow that is not your primary action upon starting to edit a post. The "View Post" link next to the sample permalink was particularly bad because it is styled like a button, but unlike a button, does not keep you on the current screen.

Because the permalink is now linked, there is no highlighted slug that you can click to edit, but rather just the "Edit" button.

50e42e8a07 List tables: Yet more primary column fallbacks. 
Some custom list tables override enough methods for the column definition fallback to never kick in, so let's ensure that toggling columns only applies when a primary column is defined in some way. We also need to show a toggle button when we can when there are no row actions.

8b31074880 Improve styling of #adduser text inputs on mobile devices. 
In [26134], `#createuser` inputs were made responsive, but `#adduser` was a straggler. This assigns the proper mobile style to the add user inputs and moves the initial declaration alongside create user for future maintenance ease.

6e73f1282e List tables: Better accessibility and design for the comments bubble. 
It is now plain text in the comments list table's "In Response To" column, where it was visually a bit confusing to have the bubble. For other list tables, it now shows a little notification bubble with the number of pending comments. The bubble and notification become plain text in the responsive list table view. It also shows no bubble when there are no comments at all, reducing some of the visual noise.

ee9cb55e1a Respect the special case of having only one theme. 
If there is only one theme, the Pointer won't show and the overlay is active by
default. In that case the overlay covered submenu flyouts, after [33068].
Without the Pointer active, there is no need to bump the `z-index`, so it can
remain at 10.

912b434198 Customizer: Fix saving menus with empty names or names that are already used. 
Adds validation for initially-supplied nav menu name, blocking empty names from being supplied. If later an empty name is supplied and the nav menu is saved, the name "(unnamed)" will be supplied instead and supplied back to the client. If a name is supplied for the menu which is currently used by another menu, then the name conflict is resolved by adding a numerical counter similar to how `post_name` conflicts are resolved. Includes unit tests.

8eb7f71e6b List tables: A better responsive view. 
Instead of truncating columns, the data that's already in the markup can now be toggled into view. Only seems appropriate to celebrate four years of contributing by finally doing the first thing I ever mocked up.

Known issues / concerns:
* Custom list tables that don't define a primary column will show nothing at all. These are not extremely common, as `WP_List_Table` isn't really recommended for plugin consumption, but it happens. We need to come up with some kind of fallback.
* Some visual elements, particularly whitespace, could use refining.
* Needs a11y review.
* Touch performance on iOS feels sluggish - is there anything we can do about that?
* Would this be better accordion-style (only one expanded at a time)?
* Is `wp_strip_all_tags()` good enough for column titles that have HTML in them? It's essentially a workaround for the fact that core's comments column does that for the icon, which maybe it shouldn't. Perhaps worth another ticket, as a markup change would be fairly independent.
* Visual hierarchy is not great when expanded (also worthy of another ticket).
* Quick edit now becomes noticeably more annoying to cancel out of, as you have to scroll all the way down and you lose your position from before it was opened. Again, worthy of another ticket.

This v1 marries Jetpack's Site Icon module with the Media Modal, reusing code
from the Custom Header admin. For now, the core-provided icons will be limited

and additional icons to plugins to add.

e4758f42e5 Update the TinyMCE initialization: 
- Replace `wp_htmledit_pre()` and `wp_richedit_pre()` with `format_for_editor()`.
- Replace the `'htmledit_pre'` and `'richedit_pre'` filters with `'format_for_editor'`.
- Do not run the post content through `wpautop()` in PHP when the visual editor is default. Run the textarea content through the JS wpautop on initializing TinyMCE.
- Simplify both editors initialization.
- Improve setting of `wpActiveEditor` in Quicktags.
- Improve editor.js, use `tinymce.$` when possible.

95ce53a090 Customizer theme switcher: Fix some esoteric breakage in iOS Safari. 
This manifested in only being able to switch your theme once in the customizer before the "Change" button would appear to stop responding, though a switch to "Preview" and back to "Customize" would reveal the theme switcher after all. Animated positioning appears to be the problem here. The animations are not critical to the experience, particularly on touch+smaller screen devices.

d85f8fe326 Admin notices: Make (most) core notices dismissible. 
These no longer return upon refreshing the page when JS is on and working, so users should be able to dismiss them. This is particularly important on the post edit screen when DFW is triggered, but pretty much all notices can be dismissed if needed. A post on Make/Core will follow with information on how this can be leveraged in plugins.

2d64637ff8 Request FTP and SSH credentials when needed during shiny updates 
This is a restoration of [31749] which was reverted in [31755].

It includes a number of enhancements from the original version.  Namely:
 * Not doing a credential check in src/wp-includes/script-loader.php
 * Add new function `wp_print_request_filesystem_credentials_modal`
 * update the version number in the list table when a plugin is updated

UI still needs further work, but this basic version should enable more testing

5b658df402 Request FTP and SSH credentials when needed during shiny updates 
This is a first pass at requesting FTP and SSH credentials when needed during shiny updates. Styling and some UX improvements are still needed, but we do show the prompt and use the passed data when doing plugin installs and updates for shiny updates.  There are also a couple of areas that we could improve code wise such how we create the requestFilesystemCredentials part of the localized _wpUpdatesSettings. Over the past half century, we've split the atom, we've spliced the gene and we've roamed Tranquility Base. We've reached for the stars and never have we been closer to having them in our grasp. That has nothing to do with shiny updates.

d2f0abf85f RTL CSS generation: Switch from CSSJanus to RTLCSS. 
CSSJanus (introduced in [26107]), we had a great time with you, but sadly you don't like our fancy CSS.

RTLCSS is a framework for converting CSS from LTR to RTL, same as CSSJanus, with support for more CSS properties like `transform`, `transition` or multiple box and text shadows.

Changes:
* devDependencies: Remove `grunt-cssjanus`, add `grunt-rtlcss`.
* RTLCSS uses `/* rtl:ignore */` to ignore a rule, switch existing `/* @noflip */` to the new directive.
* RTLCSS supports the `transform` property, means we can remove some ignore rules.
* RTLCSS supports string maps for custom replace rules. This commit includes a rule `import-rtl-stylesheet` which replaces ".css" with "-rtl.css" in URLs.

Notes for core development:
* The file generation task is still `grunt rtl`.
* If you have used `grunt cssjanus` before, use `grunt rtlcss` now.
* Remember the new directive `/* rtl:ignore */`.

a4a1273d3a Improve accessibility of nav menu locations form. 
A couple of small tweaks to the nav menu locations form that make it friendlier to assistive technology.  These include:
 * labels for selects
 * better context for the "Edit" link.  We hide "edit" from screen readers and instead give them a phrase with context since they may not be able to take advantage of the visual context

Additionally, there are some minor css tweaks to improve the visual alignment of the rows.
We also remove duplicate IDs and use classes instead.

62a197d6bf List tables: Use CSS :nth-child() selectors for zebra striping. 
Note that this does not fix issues related to comment quick edit. Internal linking also continues to use the `.alternate` class for now. IE8 and below gracefully degrade by not having zebra striping.

There is some hoop jumping with adding an extra table row to maintain zebra striping during quick edit. Documenting that here for future reference; it is also in the inline documentation.

3db8b08686 Customizer: Enhance Background Image/Upload controls. 
* Adopt the Header Image layout to the Background Image/Upload control.
* Remove templates for interactive audio/video previews. They haven't worked yet.
* Don't show a "Remove" button when the default value is set.
* Avoid calculating of container/placeholder heights which are unrelated to custom headers.

d58c44dc00 Apply a no-op CSS transformation to the admin toolbar (among other elements) in order to trigger hardware acceleration when focus/DFW deactivates. This helps prevent rendering issues seen in browsers on Retina devices.
