f5cab6780f Administration: Save column visibility on small screens.
Modifies the jQuery selector for determining hidden columns to ensure they are detected when the expanded columns details are closed.

Adds high-specificity selectors specifically for setting screen options in the comments and plugins lists.

92c3c46abe Bootstrap/Load: Revert fatal error recovery mechanism from 5.1 to polish for 5.2.
Due to the high number of follow-up tickets and associated security concerns, it was decided to reschedule the fatal error recovery feature for WordPress 5.2, in order to address these issues properly. The feature will continue to be developed, with iterations being merged into trunk early in the 5.2 release cycle.

1e4088fc98 Bootstrap/Load: Introduce fatal error recovery mechanism allowing users to still log in to their admin dashboard.
This changeset introduces a `WP_Shutdown_Handler` class that detects fatal errors and which extension (plugin or theme) causes them. Such an error is then recorded, and an error message is displayed. Subsequently, in certain protected areas, for example the admin, the broken extension will be paused, ensuring that the website is still usable in the respective area. The major benefit is that this mechanism allows site owners to still log in to their website, to fix the problem by either disabling the extension or solving the bug and then resuming the extension.

Extensions are only paused in certain designated areas. The frontend for example stays unaffected, as it is impossible to know what pausing the extension would cause to be missing, so it might be preferrable to clearly see that the website is temporarily not accessible instead.

The fatal error recovery is especially important in scope of encouraging the switch to a maintained PHP version, as not necessarily every WordPress extension is compatible with all PHP versions. If problems occur now, non-technical site owners that do not have immediate access to the codebase are not locked out of their site and can at least temporarily solve the problem quickly.

Websites that have custom requirements in that regard can implement their own shutdown handler by adding a `shutdown-handler.php` drop-in that returns the handler instance to use, which must be based on a class that inherits `WP_Shutdown_Handler`. That handler will then be used in place of the default one.

Websites that would like to modify specifically the error template displayed in the frontend can add a `php-error.php` drop-in that works similarly to the existing `db-error.php` drop-in.

7081f6c8fa List Tables: Arrange action items into a grid with extra space.
On small screens, list table actions were cramped. This makes it easy to press the wrong action by mistake. The items are now arranged into a grid and given extra room to create a larger tap-target.

The plugins list table was excluded because it's current layout doesn't match the others, and we should add more space to this in a future commit.

8617817fb4 Plugin Installer: Allow 4 columns of search results on wide screens.
For screens wider than 2300px, show 4 colums of search results, as 3 columns looked quite stretched out.

This change also increases the default number of search results from 30 to 36, so that the columns have an even number of results, regardless of whether there are 2, 3, or 4 of them.

37aa531cd4 Plugins: Tweak the plugin icons added in [41695].
- Remove plugins icons from the plugin list table, as there were performance issues loading the icons when the site had lots of plugins.
- Depending on which icons the plugin has uploaded, prefer them in this order: `svg`, `128x128`, `256x256`.
- Improve the style of the fallback icon for plugins that don't have an icon defined.

76f590b99b Customize: Introduce a new experience for discovering, installing, and previewing themes within the customizer.
Unify the theme-browsing and theme-customization experiences by introducing a comprehensive theme browser and installer directly accessible in the customizer. Replaces the customizer theme switcher with a full-screen panel for discovering/browsing and installing themes available on WordPress.org. Themes can now be installed and previewed directly in the customizer without entering the wp-admin context. Also includes an extensible framework for browsing and installing themes from other sources.

Also includes CSS auto-prefixing added via `grunt precommit:css`.

c65fe27ba1 Accessibility: Update and standardize the admin screen-reader-text CSS class.
Given the new WordPress browsers support policy, the `screen-reader-text` css
class used in the admin can be updated to use modern CSS and correct syntax. See

Worth noting the `clip` property is deprecated and kept for IE11 and Edge.

- uses `clip-path` for modern browsers
- keeps `clip` for old browsers and update its value to a correct syntax
- resets `clip-path` to `none` where the class is used to dynamically reveal elements
- removes an old rule that made `screen-reader-text` completely invisible in the help tabs `#screen-meta`
- standardizes the rule across CSS files

This also removes alot of no longer necessary CSS. It served us well, but we are never getting back together with IE8,9,10.

eeefec932f Administration: Improve the usage of the button CSS classes.
Introduces some consistency in the usage of the button CSS classes, fixes the
focus style for accessibility and responsiveness of the buttons.

- Adds the `button` class to all primary buttons make them responsive
- Removes all `secondary-button` classes and replaces it with button when needed. `button-secondary` shouldn't be used and exists just for backward compatibility reasons
- Replaces classes inside `submit_button()` with a shorthand for some buttons, and use an empty string for the default `button` class. Passing `button` is unnecessary
- Adjusts `get_submit_button()` to remove empty items

7643afd97c Update/Install: Provide basic back-compat styling for the .update-message CSS class in the plugins list table.
This change restores only the margin and padding styles for the `.update-message` class when used by plugins in the context of adding arbitrary rows to the list table. The inline-update colors and icon styles were not restored, expressly with a wide variety of plugin use-cases in mind.

8776694a33 Use numeric font weights instead of keywords.
When Open Sans was in use, the `300`, `400`, and `600` weights were loaded. `400` is the equivalent of `normal`; however, `bold` is equivalent to `700`, not `600`. With the move to system fonts, we need to be specific rather than relying on the lack of a `700` weight. Not all system fonts include a `600` weight; in those instances, they will use the `bold`/`700` weight.

The WordPress CSS Coding Standards have been updated accordingly.

a800cf654b Drop Open Sans in the admin in favor of system fonts.
Rejoice, for your admins will feel more native to your surrounding computing environment and likely load faster, especially when offline, as they no longer have to talk to The Google Overlord.

At the time of introduction in 3.8, there were not good system fonts common to all platforms at the time. In the years since, Windows, Android, OS X, iOS, Firefox OS, and various flavors of Linux have all gotten their own (good) system UI fonts.

There will definitely be visual bugs, mainly around alignment and spacing; these should be documented and reported on the ticket and fixed more atomically so that our current and future selves have a better understanding of what happened and why.

The style remains registered, as it is almost certainly in use by themes and plugins.

f75f20edb2 Accessibility: simplify the Plugins and Themes tables on the Updates screen.
Although it may seem counterintuitive at first, in very limited cases it's
better to remove improper semantics (this is not a tabular data table) in
order to reduce noise for screen reader users and simplify all the things.

c589ceb880 Make comment screen row actions focusable
In [34504], tabbing through row actions on comments that lacked links was broken. This restores the desired behavior and ensures that the row actions can be seen by no-js users.

f7b29ecd1b Multisite: Re-Account for striped table rows with .site-* classes.
[34356] removed the table row specificity on rules for `.site-deleted`, `.site-spammed`, `.site-archived`, and `.site-matured` so that the styles would be properly applied to other elements. Now, the zebra striping rules override these styles on even rows.

We can account for `tr` specific and more generic applications of these classes.

87aa982824 Include network-active plugins and inactive network-only plugins on the Plugins listing screen for individual sites on Multisite.
These plugins are only shown to users with the `manage_network_plugins` capability, which is Super Admins by default. This new feature lowers the blood pressure of Super Admins who may browse or search the Plugins listing screen of an individual site, having forgotten that a particular plugin is network-active. Showing inactive network-only plugins here also reduces friction when searching the Plugins listing screen on individual sites.

This change introduces a `show_network_active_plugins` filter which controls whether the network-active plugins and inactive network-only plugins are shown. This can be used to enable this functionality for regular site admininstrators, or, indeed, to disable this functionality for Super Admins.

50e42e8a07 List tables: Yet more primary column fallbacks.

6e73f1282e List tables: Better accessibility and design for the comments bubble.
It is now plain text in the comments list table's "In Response To" column, where it was visually a bit confusing to have the bubble. For other list tables, it now shows a little notification bubble with the number of pending comments. The bubble and notification become plain text in the responsive list table view. It also shows no bubble when there are no comments at all, reducing some of the visual noise.

8eb7f71e6b List tables: A better responsive view.
Instead of truncating columns, the data that's already in the markup can now be toggled into view. Only seems appropriate to celebrate four years of contributing by finally doing the first thing I ever mocked up.

Known issues / concerns:
* Custom list tables that don't define a primary column will show nothing at all. These are not extremely common, as `WP_List_Table` isn't really recommended for plugin consumption, but it happens. We need to come up with some kind of fallback.
* Some visual elements, particularly whitespace, could use refining.
* Needs a11y review.
* Touch performance on iOS feels sluggish - is there anything we can do about that?
* Would this be better accordion-style (only one expanded at a time)?
* Is `wp_strip_all_tags()` good enough for column titles that have HTML in them? It's essentially a workaround for the fact that core's comments column does that for the icon, which maybe it shouldn't. Perhaps worth another ticket, as a markup change would be fairly independent.
* Visual hierarchy is not great when expanded (also worthy of another ticket).
* Quick edit now becomes noticeably more annoying to cancel out of, as you have to scroll all the way down and you lose your position from before it was opened. Again, worthy of another ticket.

3ac1a19529 Spinners: Toggle a class instead of show/hide.
Toggling spinners also now uses visibility instead of display, so that the space is always reserved and nothing moves around unexpectedly.

d2f0abf85f RTL CSS generation: Switch from CSSJanus to RTLCSS.
CSSJanus (introduced in [26107]), we had a great time with you, but sadly you don't like our fancy CSS.

RTLCSS is a framework for converting CSS from LTR to RTL, same as CSSJanus, with support for more CSS properties like `transform`, `transition` or multiple box and text shadows.

Changes:
* devDependencies: Remove `grunt-cssjanus`, add `grunt-rtlcss`.
* RTLCSS uses `/* rtl:ignore */` to ignore a rule, switch existing `/* @noflip */` to the new directive.
* RTLCSS supports the `transform` property, means we can remove some ignore rules.
* RTLCSS supports string maps for custom replace rules. This commit includes a rule `import-rtl-stylesheet` which replaces ".css" with "-rtl.css" in URLs.

Notes for core development:
* The file generation task is still `grunt rtl`.
* If you have used `grunt cssjanus` before, use `grunt rtlcss` now.
* Remember the new directive `/* rtl:ignore */`.
